Only a month before Elizabeth was abducted, Utah adopted the Rachael Alert, named after three-year-old Rachael Runyan, abducted and murdered in 1982. The alert system, which later became the national Amber Alert, is a rapid-response network supported by a partnership with law enforcement and media broadcasters to alert the public when a child is abducted. The Elizabeth Smart case was the first time the alert had been used in Utah. In the days immediately following her abduction, thousands of volunteers joined the search with civilian search-and-rescue organizations and local, state, and federal law enforcement agencies. The extended Smart family worked tirelessly to help the search efforts and made sure that the case remained a top news story, agreeing to all interview requests and providing twice-daily press briefings.

Two weeks after the abduction, Serio was called to assist the FBI at the Smart house. The federal investigators had called in a group of dog handlers from the Los Angeles County Sheriff’s Office that specialized in scent identification. Serio described what JJ did and showed them his first track up to Tomahawk Drive and the secondary track into Dry Creek Canyon. He hoped that the Southern California dog teams could perform a miracle where he and JJ couldn’t. Serio accompanied them in searching some nearby houses that the FBI was investigating. They found no trails or tangible leads.
